In the case of the American flag, it being upside down means it is used in situations of "extreme distress or danger".
 
The upside down american flag has its own meaning. I think 'mutt soldiers use it as a symbol to signal others that they're in trouble or something. I know this from the spec ops game.

The way I see it, these sorts of upside-down symbols are subjective dependent on who exactly is inverting them. Even if the inverted cross is the cross of Saint Peter, the intention of the Satanic use of it is an act of hatred towards Christ (and, through its misuse, Saint Peter himself, as well), so there is a dual meaning that exists, determined by the context of the symbol itself and who is inverting it.
