Looking for ideas for a new game project, ideally I'm thinking something simple, easy to make, but ultimately fun to play.
As of right now, I feel like I want to make a dark and mysterious yume-nikki styled exploration game with low poly ps1 graphics. The concept is not unique, but there could be potential for something.
Perhaps the mere idea of exploration itself is so simple, yet so fun at the same time that all I would need to focus on is writing a cryptic but interesting story and creating beautiful areas and scenery in the game for it to be fun.

But, regardless of that, what actually makes a videogame fun? How can I make a project that I can absolutely ensure would get people to play it and be happy with the experience? Why do people even play videogames? I myself have forgotten the answer to most of these questions.

You can go through all of that, but what makes it satisfying, the feeling of completing it, or the story it tells? The environments it shows you? What about the gameplay itself? Is that even important, or does it kind of just get in the way of all of that?
Well, In cry of fears case it's both the gameplay and story/atmosphere as to why it's good. But what makes it "Fun", which was your original question, is the actual risk of losing. You can't save whenever you want and healing + ammo are very limited, all of the enemies are fricking scary, you have no idea where they might come out and rush you from. So it gets very tense, but is fun. But that likely might not be a good approach for your game, since there are a lot of people...
I'm late but one thing I really like in video games is "prized" items. Stuff you have to work for and feel happy about once you get it.
Kinda like netherite in Minecraft. But make sure there's a balanced system of progression.

What makes an item prized, though? +1 defense, seriously?
I feel like those items suck, they don't even do anything. If anything, items should help you progress and act like tools, and have that make sense, so an axe cuts down a tree, obviously.

Maybe Minecraft was a poor example. But it should have something unique and powerful.
If I wanted to make netherite shit better, I'd make the "attack speed" of netherite tools 1.5-2x faster by default.

Prized items, if anything, should be unique in what they can do, for example, a rocket launcher fires rockets whereas a pistol fires bullets, a sword is a melee weapon.

ps1 graphics are also fucking hideous, all jagged and wobbly

You may say that, but I feel like we need a simple game these days, something you can just pick up and play, maybe even play in the browser so you don't have to download a random exe file off of the internet that you might not trust.
 
I personally think that graphics don't make a game good if the game itself is bad. But if the game is good, and the graphics are good too, it's a good thing. I'm not the biggest fan of hecking pixels and hecking polygons

graphics are the worst, most inaccessible piece of shit of the modern era that's ruining gaming imo. they look like shit and they require you to own some fancy schmancy fucking 1000 dollar graphics card. yeah fuck that. i'm not buying a graphics card, kiss my ass. If you care about high end graphics you're just a loser, games don't need to look realistic, go outside geg.

Attention to detail isn't a bad thing though, and if anything the PS2 shows that you can make games look really good on low end hardware, but ultimately, graphics is complete bullshit. I don't play MGSV for it's graphics I play it for the game, or atleast, I used to, I don't play that game anymore, cus I completed it.
