Of course they are. If anything, they're a great example of the natural cultural and genetic differences between the nations of Earth that God willed us to have so that we would stay separate. I don't at all declare them "inferior" as some do (but they do certainly need to find Jesus since so many of them are stuck-up in their pagan ways out of a pride in their shameful, godless heritage), but it isn't like I would want to live next-door to one, since clearly they'd be much happier in their own land instead of being imported to mine.
