Not in my opinion, its like getting a killstreak vs a multikill in a video game, the time frame matters.

I'd say they are in several aspects.
In the way they behave to name one. Serial killers often try to conceal their identity and not get caught. Spree killers usually kill themselves at the end of their spree. It's impossible for them to get away with it, since to go on a spree you need to be in a crowded place
