Every war aside from the aptly named world wars is a "regional conflict". Is the bar of "global peace" just "no global conflict" or "no war in western europe"? Because you can't even say entirety of europe is in peace because we have war in eastern europe, which also involves most of the western countries in one way or another. But I guess proxy wars don't count as conflicts, because what matters is that we don't have wars between "world powers" (disregard the ongoing proxy war involving world powers or the middle eastern conflicts which have involved world powers, or the current middle eastern conflict involving world powers, or the Balkan wars which saw world power involvement etc)

Define "great powers". There's war in Ethiopia, it's a country with a population of nearly one quarter of the entirety of the European Union. How does this not count as a great power while your tiny european countries do count as such?
