No, but an embryo before 7 weeks is definitely not conscious. There is more known about consciousness than you assume, it requires brain structures that aren't present in developing embryos

I already explained when a fetus is viable: when it becomes possible for it to survive outside of the womb, which is usually after at least 24 weeks.
