it generated a cfg file but I only see 3 bots instead of 7

That's normal, there's a "l4d_minimal_survivor_limit" (or something like that, I already deleted Linux and the setup geg) in the cfg, it's "4" by default, it changes to how many slots bots will try to fill. So if it's on 4, there may be 5+ players but the slots won't be filled by bots.
I changed that to "8" just for the screenshot, so the bots fill to 8 slots
I also mirror the cfg settings in "listenserver.cfg" just in case

You can test if everything works by typing "sm", "meta", "sv_force_unreserved", or "l4d_survivor_limit" into the console and seeing if autocomplete finds the commands. If it does, it works.
Also you can try typing "!admin" into chat, sourcemod has a built-in admin menu
