In a district that is guaranteed to vote left, you can import migrants and rush the census results, if the population of an area increases the electoral vote (s) increases for said area, even if the number of registered voters stays the same.
You can’t do a national census on a whim.

You can't just rush people into a state to add another representative. They only adjust it every once in a while on commission of congress or something

Electoral votes and representatives are related but not decided the same. For example, Texas gained two electoral votes last election cycle while NY, Pennsylvania and Michigan lost 1 electoral vote. None of these States gained or lost seats in the house, though.

Yes, it gained two seats as a result of the 2020 census. The same number of representatives it gained, as a result of the census. Texas had 36 representatives in the 2016 and 2020 elections, and now it has 38, adding 2 senators makes 40 electors. This seems to make sense

I didn't know that Texas gained representatives albiet,
however, the census bureau is allowed (as ruled by the supreme court) to begin tallying census results up to 3 years before congressional approval
