The title says it all. What is the appropriate punishment for those who vandalise and destroy infrastructure that everyone relies on for short term gains and money for drugs? I say, whip them 10 times for every meter they stole with the same cables they stole.

Cost of living is lower here. I estimate if you account for that, what would be equivalent of $3 for you would be more like $5-6 for them. Also, have you never seen a drug addict before? They would absolutely do it for that price

I’m not sure really. But a fuck ton. My honest opinion is that the druggies couldnt be this good on their own initiative. I think the companies that install them have a syndicate/mafia going on.
Think about it, every stolen wire means business for them when they have to reinstall a new one. The coal (yes seriously, coal) industry has a similar scam. Where they were caught sabotaging shit on purpose

I drive by a recycling center on the way home from college pretty much every day and there's always some tweaker with scrap copper or aluminum they scavenged from wherever the hell, they need to be locked up until they get over whatever addiction they have and fined for every cubic inch of copper they steal.
