I believe everyone is entitled to having children. You could say I see it as a "human right" if we're speaking in secular terms. In Corinthians it is said that each man should have his own wife and each woman her own husband. It says each man and each woman. Not some. The only exception to this would be monastics like monks and nuns but even they are allowed to marry in the Orthodox Church, as long as the marriage was done prior to entering the monastic life and as long as they don't break their vow of celibacy after entering the monastic life.

Killing atheists isn't good just plainly from that. We see abortion (which is, from my understanding, a foundational part of a eugenics campaign) as murder, so therefore we see it as justifiable for murderers to be punished with death, especially when he's still conducting the act of murder as his profession, being out on the loose, rather than in captivity as a murderer of the born would be under our current legal system.
