I figured it out.
1. Make /soy/ IAS but move Neutralpiler and general blogposts to /r9k/ and /piler/. Any jak that forces something NAS needs to be moved to /qa/ or /mtv/ if it's forcing a movie, show or a musical piece.
2. Create gazillion boards and encourage people to post threads about a certain topic on these boards or jannies will move them anyways.
3. Disallow GET hunting if a board is serious.
