Just had to make sure that you were wrong. I'd also like to add to their definition and say that it's also a fallacy if someone doesn't use a person's argument, and just says another organization/person said so, so I'll square that up.

"no matter the organization's real authority" means it doesn't matter the organization's authority, whether they are qualified or not. And the NHS is not the sole authority so you cannot trust it over anything I say

my rebuttal was against: "addictions have to be harmful"
My arguments were:
caffeine addiction isn't really harmful but it's still considered an addiction
