If someone is so disabled to the point where they are unable to even understand God, I believe their fate would be the same as babies who die before they get baptism : straight to heaven. Since Orthodoxy rejects original sin in favor of Ancestral Sin, we don't believe anyone is guilty from the moment they are born. Everyone is influenced and drawn towards sin, but we aren't sinful from the first moment of existence and we are not guilty of Adam and Eve's sin either, those two are guilty of their own sin.

In any case, the Orthodox Church has an official position on issues like these as I showed you. Eugenics is something that came out of mostly protestant lands and mostly thrived in majority protestant countries aswell. It never had any presence in Orthodox and Islamic lands and only a very weak presence in Catholic lands, most Catholics like GK Chesterton also challenged it and saw it as pure evil.
