Majority Muslim yes, but the president still probably sees it as foreign culture that was brought by the sword. The party did campaign on secularism, but this seems too much. Who knows, maybe the Muslims of Tajikistan are only Muslims in name, but I doubt it because for him to be this passionate about it Islamic fundamentalism has to be a significant force.
