That IP caught my eye because it's on the same range as a certain CSAM spammer.

That's the thing, there are no jannies.
Doll and Broot (Bartholemew on the 'ru) are the only admins and thus are the only people allowed to ban users and delete posts, to my knowledge. Everyone else is only merely an approver.
