It's not a "total victory" like in paradox games, it's a "victory" in a small scope. Like in the operation conrad, which you win by managing to make a connection with Budapest, like they tried to do in real life, if they managed to do that it would be a victory, it wouldn't win them the war, but it would be a strategic victory nonetheless, like in this game.
