Should people feal more loyalty to there state or country?

mexico has existed as a proper country for longer than all of europe has
I read somewhere that when México declared independence it was a federation of Mestizo and White-ruled states which lacked common goal or national identity.
Also they named a country after its province around the capital kek.

People should feel loyalty to their own ethnicity, not necessarily their country/state.
