I know someone can walk if they can take steps, I know someone can talk if they speak words, I know someone can hold beliefs if they can comprehend those ideas, and, even in holy scripture, it is presented that this Ethiopian fellow did, as he was baptized by Philip the Evangelist himself, who was of the seven, "full of the Spirit and of wisdom", chosen to minister to the lands of Jerusalem. Philip also believed that the Ethiopian had belief, and he knew it with his own senses, his own comprehension of belief, that this man was also believing, so what then, about these people being un-human, incapable of holiness, of belief in Christ? It doesn't sound very un-human to me, the description of the Ethiopian eunuch's belief.
