I did say he was secular, wasn't he? But I don't know what you mean by decline. You can certainly make a point that there's a rise in degeneracy (which you can also say about a certain neighboring country) but recently they've been pushing back against that. Economically speaking, Russia has actually recovered under his presidency, so I don't really know what you're talking about.
