You're right and your opinion is 100% correct. Giving that druggie money was a one-off thing. My father grew up in the poorest slums of Tunis and had to live in suboptimal conditions but he studied and pulled himself out of it. He became an English teacher (It paid well in Tunis in the 90s) and eventually moved to the US. Being broke is not an excuse. Homeless people are on the streets for a reason.
