These electric shower heads are an innovative and cost effective solution for water heating in a country that does not usually install heating systems due to their climate. It would be much more dangerous and costly to install a whole heating system just for the shower, so this is really reasonable. It's also safe. You do not get shocked unless you directly touch exposed wiring, which even then would only slightly sting.
