That is literally what puerto rico was from start to finish, Cuba was originally that but then it became much more after the Haitian slave revolt + its geography made it more useful, it was a useful port to stop in whenthe spanish went to the New World, originally this purpose was served with the DR, but then Havana became important and the DR and PR got left in the dirt, this is when Spanish immigrants became more attracted to Cuba, specifically galicians, and Havana became a big center for trade, Santiago de Cuba stayed as a prominent slave trade city doe

DR wasn't really New York, it ORIGINALLY was the most prosperous, but as I said, once Havana became larger the DR's purpose got phased out, and the slave trade competition from recent arrivals in Cuba was increasing, the people who failed the competition in Cuba were forced to stay in less difficult and less prosperous areas like the DR and Puerto Rico, usually these were Canarians, which is why of the small amounts of whites the PR and DR has, most of them are Canarians, whilst Cuba is more complex, the pecheros were canarian because they usually failed to make money and become proper traders or farmers, either this or they moved to Havana, the middle class and high class were gallegos and other spanish groups like catalonians and andalusians(and of course old stock cubans on my mothers side, my fathers side had recent gallego immigrants). also the strait of florida helped manage trade too and santiago de Cuba was a very common port to stop by on the way to Cadiz and other areas, so trade was also pretty big with Cuba, especially in the 1600's (and definitely 1700's) onwards, compared to Puerto Rico
