Just a little guy living on my neck? Well, first I'd take him off of my neck to house and feed him. Our dog prefers to sleep on the couch or on one of our own beds rather than in its own dog bed that we once bought it, so the little man could sleep there, instead, in order to have a bed of his own. I'd try and find him a job, too, to get him on his feet financially so that he'd be able to pay his due to the house. Maybe work like gardening would do him good, as his short stature would give him an advantage of mobility where a normal-sized person would have to constantly bend themselves in order to tend to the plants. Perhaps the oddity of him being a miniature version of myself would work well with street performing, too, so every weekend, we could travel up to the city and make an extra bit of cash there, taking pictures with tourists.
