Even in the alternate path of the economy tree, you get an immediate debuff to your consumer goods and at some point when you go down the tree to reduce the debuff you're prevented from going down it until you get advanced machine tools (a 1939 tech) also keep in mind the debuff still gives you 30% consumer goods but even with it you still can get a good economy, when I played Germany I forgot to take the focus to remove the debuff because I had no issues with economy.
