The Mid Atlantic and Mid West regions of muttland are riddled with abandoned steel mills, coal mines, and other industrial sites that once employed thousands for decades.
 
I would say that here in brazil it's the interior of the southeast, which was the most industrialized place in the country but most national industries closed due to difficulties competing with multinationals when the country opened up.
If you want to have the term more broadly and less related to industrialization, I would say the northeast which was the most important place during colonialism but lost relevance over the centuries and became the poorest and blackest region of the nation

They are more known for mining coal which is burnt in power plants. But mines are closing because of some EU regulations.
