I think it means they won't target civilian targets like power plants, bridges etc. Maybe it's just a pause on missile and drone strikes, like I said it's definitely not over but it's a start.
Also, if Trump succeeds in driving a wedge between Russia and Iran I think it'll be his greatest achievement.
