I've never heard of a single person getting banned for doing that until now. When Chimperator was a janny, I would wake up to 100+ notifications from him every single day because he would obsessively go through and Jartycuck react every single post that I made. That sort of thing happens all the time, yet now it's suddenly grounds for a permaban?
