Can't be if they care so much, Youtube has never ever been profitable as a division but the days of Silicon valley being able to dump unlimited money into products with no return are dwindling and saying how the pandemic shook up stuff a few years back the investors want YT to at least be less of a loss.

its not about being poor or not, its about local markets. Fiat has many factories around the world that are uniquely adapted to the local economy, they make economy cars adjusted to the region, you wont see Mercedes Benz making a specific model just for brazil to be cheaper, thats why.
