It would be good if government or some charity fund gave them gibs. But only to these who get more than 1000 updoots on reddit or 10000 likes on youtube yearly. It would be bad if some jartycuck was paid for 10 hours of some low-effort repeatitive animation.
My heart breaks when some uncreative chud who for example has comlpleted 80km ultramarathon in Death Valley with stones in his/her backpack gets more attention than some poor animator begging for money for his half-minute fan music videos with anime animals he releases every 4 months.

It depends on their quality. Are they making art every single frame, or just making lines and filling it with the paint bucket tool.
