It is when someone does a immoral thing(e.g. posting a forced meme people dont like) and then crying out:

now lets get on why this is such a dumb excuse

-Firstly, culture is not rare, everybody can create their culture at any time; A culture that promotes immorality, crime and alot more to its followers.
-Secondly, just because its your culture doesnt mean that it is justifically truth. This is the exact same thing as someone trying to go throught a murder after saying "Its my culture". Imagine the scandal when he goes throught the murder just because its his culture.
-Thirdly, by exploiting "Culture" as an excuse you are just only normalizing crimes and immorality your culture bring with it.

No, culture is not bad. Its still ok to follow your own culture as long as it doesnt harm anyone. Not because "its just, ok?", but because this way, it makes a better society.
