you could argue that with some fundamental reforms maybe capitalism could accomodate this by making food a legislated right and somehow having a guaranteed minimum of nutritional allotment handled by some kind of international body that at least ensures individual states are meeting this obligation. but the problem with reforms is that they dont alter the underlying logic of the mode of general social reproduction, which in the case of capitalism necessarily tends towards crisis, because stability of supply and demand means stagnation which means the whole international market based upon pursuit of profitability to organize itself will, ironically, fall into crisis just on the basis of a hypothetical stability. and there will be better established/positioned firms to buy up the firms that fall apart due to being unable to effectively exploit market tendencies and/or maintain their hold on their respective commodity markets. even outside of the overwhelming influence of capitalists on individual politicians & political movements, the basic model of the contemporary nation-state is that the "wealth" of a country js made up of 1. taxes the state raises from its citizens and their property and trade 2. the efficacy of capitalist firms based in the state to profitably oversee production of the basic commodities needed to reproduce human life & all the attendant requirements of the terms under which human life is reproduced in the present historical momentt e.g., not only to produce food & shelter, but the tools and infrastructure to create and maintain food and shelter, the tools and infrastructure needed to create & maintain all the other demands that appear as part of that process, etc etc so on and so on. whats crucial here is that point 1 source of wealth depends entirely on the capability of point 2 source of wealth, and point 2 source of wealth has far more leverage to induce the state to enable it to the best of its ability. thats why marxists are perfectly comfortable calling the contemporary state a "bourgeois state" or "a committee for the management of the interests of the bourgeois", because they are meaningfully inseperable. not because of corruption or bad intentions or mismanagement, (which isnt to say those arent present or that there arent meaningful conflicts of interest within & between both the bourgeois & the state apparati), but because the state itself is shaped by capitalism not as an ideology or an "option" to be swapped out, but as the (hegemonic) mode in which human society reproduces itself in this historical period.
