why do glowies do this

the alt and windows keys on my keyboard keep changing, they alternate positions and i keep forgetting which is which
sometimes i mean to press alt but then the start menu shows up and it logs me out of a fullscreen game
i checked my keyboard settings and nothing is different, so i assume its an intentional demoralization tactic done by federal agencies
