Schizo VPN's

Are they prohibited? I keep encountering a 403 on a VPN, but problem is I'm forced to use it to bypass the network's cuckold security.
Why is it blocked? DDoS waves? Mass account creation? Can you create a DDoS resistant portal to log in? If none of this applies, that's alright. I keep having to change the protocol, like whack-a-mole, and I suspect I'll be fully locked out soon.
I don't want to use a VPN, so if anyone has another valid way to bypass network security, I'm all ears. I'm just using what I "learned" in school.

I use a VPN and it works fine. Maybe try another location, could be that particular IP is blacklisted.
