add a react cooldown to stop people from spamming reacts
each user has a cooldown timer that caps at 10 minutes, and each react adds like 30 seconds to the timer
once the timer hits the cap, you have to wait until it goes down enough
so you can react every 30 seconds, but also after a period of inactivity you can react to 20 posts in quick succession
