Have VPNs/datacenter IPs been blocked?

For the past day or so I've not been able to connect to the site through Tor or my VPN of choice. I assumed the site was down until I tried it with a residential proxy just now.
If you're intentionally blocking them, why? The account approval system negates most of the risks carried by allowing VPNs.

froot and other admins have powers on here they ban IPs and proxies so they can datamine peope under 16.
