First one was a retarded joke because of the headless horseman getting beheaded in the folktale, but also a joke about how headless horseman does not 'get' head either compared to the 'Chads' who did not get beheaded and get head on the daily.
Licorise Enthusiasts are candy haters and thus don't get fat and fatties eat too much candy outside of and especially on Halloween.
