Are we supposed to know who he is?
No, that was the main joke I was going for. He’s one of the most insignificant U.S presidents of the past century. Only served half a term, wasn’t even elected (came into power after Nixon’s resignation), his only decently-known program to help the inflated, stagnant economy was a massive failure (The “W.I.N” program, Whip Inflation Now), and he soon lost to Jimmy Carter in a rather hopeless election for the Republicans in 1976.
