Classic: Sky Sanctuary, and it isn't even a competition.
Everything in the level from the sprite work to the visual story-telling in the background, the Death Egg rises and multiple Egg-robos flee this huge fucking flying Death Star knockoff to fill the level ahead, Knuckles finally setting aside his grudge with Sonic as he uses the last of his energy to let Sonic go ahead and best of all, the music. It's all glistening beyond belief, or something.

Adventure: If we're counting 06, it's Crisis City, but just barely because Kingdom Valley is equally amazing but I'm picking Crisis City due to it's amazing mach-speed section, tight platforming throughout, the visual of Sonic speeding through a burning city, skating on crumbled office skyscrapers on a piece of scrap metal while shit is exploding all around him.
If not it has to be Twinkle Park for the music and level theming alone, muh atmosphere or however the cookie is crumbled.

Modern: Windmill Isle, I don't even have to explain why. The music alone caused some nigga to make a nearly twenty minute video called "Did Unleashed Music Raise the Stakes?" that goes in depth on the entire thing.
