Error message 413 for the Booru fix

I am trying to submit an image to the Booru for the Italy Vs Mexico contest yet whenever I try to upload it it keeps giving me the error "413 Request Entity Too Large" for details, the file is 16572x10172 and has a file size of 74.2 MB (Under the 100.0 MB limit) Even when I try to upload it with the dimensions at 1/5th the original size and as a JPG, I still get the same error message. Any possible fixes?

I double checked and there are files on the Booru that have both a higher width and height from the reduced size version (5.6 MB, 3314x2034).

I compressed it even further all the way down to 2485x1525 pixels 1.04 MB. And it is still giving me the same message.
