Broken avatar GIFs

Can somebody explain to me why all of a sudden the GIFs on people's avatar had broken? They don't even last for one second before repeating and this seems to be a deliberate choice by the administrators.

I had been thinking about that too, I had assumed it was some file limit thing but no its not that. Even Broot's picture is all messed up now.
