The term "psychopath" refers to such a person but it remains a controversial idea. They have been linked to brain structure anomalies and cannot feel love, empathy, remorse, or most emotions in a profound manner. While some seem to grow out of it, others remain in this permanent limbo where their entire life is just relentless boredom and trying to escape it, usually through means of power and exploitation.

This represents a problem in religion to me because they essentially serve no purpose other than ruining everything for everyone else. Why do they exist? Do they just decide to be that way? What's the point of a human that seemingly can't ever develop?
 
There is a type of "psychopath" found often in american prisons where their deficit is in the automatic process of empathy, but they can and often have consciously fabricated a logical empathic substitute which they typically use to facilitate material self-enrichment. They are often retarded but that might be because retards get caught.

Consider what water is to fish. Consider what coral is to the fish that live in it. There is that which is omnipresent and you rarely interact with consciously. There is that which is omnipresent and you have to manipulate it, navigate it for your entire life.
Normies are to the human realm of emotion, culture and art what the fish are to water.
Psychopaths are to the human realm what the fish are to their coral.

I want to forcefully implant an intelligent psychopath with neuralink and slowly rewire their brain to ever more consistently experience automatic empathy. I want to design cameras I can hide inside the pores of his skin and hide a satellite internet transmitter inside his stomach. I want to let him escape in Jakarta and watch the fireworks on livestream. I want to understand how humanity feels to an alien.

I don't think we can determine if someone has a "conscience" or not, but we can determine that there are some types of people who are absolutely screwed up in ways we can meaningfully categorize. Granted, they will try claim that they were born this way or tragically traumatized into it for self-serving purposes- we can't trust their self descriptions.

Take the case of Charles Hodgekinson, founder of Cardano. We can't tell what is going on inside his brain, but we can know him by his fruits. He shaved his head to make it look like he was an older man with male pattern baldness, in his EARLY 20s. A man without taste, without a love for even his own youth. You have to understand that there are types of people that perceive everything differently. You or I would never think "I should disguise myself as someone in their early 40s to pose as an expert adult to these crypto startup kids. I should tell them I was in Afghanistan and used to jump out of a helicopter." Until I can smash his hands with a hammer and see if it actually bothers him, it seems fair that we presume that his mind something like a box of gears tik-tik-tik scrrr t-k-t-k-t-k scrrr and we need not presume that anyone is at home in there.

I don't think this ever really happens, it likely arises out of childhood abuse or some sort of trauma.

A lot of modern psychology attempts to make it's own explanations, but the truth of the matter is our conscience is evidence of a personal God, who interacts with the world to implant it within us, "writing the law on our hearts". If your conscience is merely an evolutionary fluke, or a mental figment, it could be soundly ignored as arbitrary, however men clearly live as if it is sacred - even if they claim to be atheist.
