it is with firealpaca, it is a free software that is super useful and can do a hell more of a lot than paint.net can it is used by actual drawfags and drawniggers but i prefer using it to crank out 'jaks https://firealpaca.com/

copious use of layers, blurring layers for added light, and generally just doing it by hand by the way, if i needed something like a texture for the background (as seen in the rapeson 'toss) i can generate patterns or something like a cloud or sand texture which can make my life much easier you...
