They can't arrest themselves. I mean, maybe in their bedrooms they're into something that has to do with handcuffs, I wouldn't be surprised, but not officially, no, they can't arrest themselves.

The FBI and NSA are incompetent and don't care as much about pedophilia as they should. That stuff is mostly more of a civil police matter.
FBI are more concerned with controlling the drug markets and suppressing hackers than pedophilia, of which many law enforcements are incompetent at dealing with.
