It isn't as if every one of those extremists is focused on the local ethnic minorities, however. There are people in rural America who hate Muslims even while their populations are slim-to-none in those areas. Tojo isn't an in-person political activist, he's a guy in Japan who found his way to these ideas through the internet. I feel that to be an entirely realistic explanation.

Of course there are many people in rural America who hate Muslims - because hating Muslims is extremely common in western countries, and it became especially common in America following 9/11.

Most Japanese people do not even know what a Native-American is, and there is not a single Japanese person in existence who would ever call someone a "spic", which is exclusively an American slur. The concept of "Hispanics" as a distinctive ethnic group doesn't really exist outside of America and it certainly doesn't exist in Japan.

There are very few people in America who hate Native-Americans, so the idea of someone in Japan harboring deep prejudice against them is downright laughable. How many Americans do you see hating on Ainu or Ryukyuans? Zero. Only someone born and raised in Japan would hate those groups, just like only someone born and raised in America would hate Native-Americans or Hispanics.
