It's all flawed in general. There's no real way of doing this honestly. One hand you have executing people for offenses and on the other you have Swedish prisons which are just hotels. Rehabilitation just doesn't really work because prisoners would get too used to prison, and the stigma of having been a criminal prevents you from even integrating back with society.

Also being really lenient on the punishment part would bother victims or the victim's families. Imagine someone killed your mother and he only got a slap on the wrist. It's a system that encourages revenge
