I don't think that they are, no. People might say that because of the magical or the mythological aspects of either of their stories (I know Pokemon had some inspiration for its animals from Japanese mythology, I think Naruto is about magic but I don't really know), but as long as people are viewing them as what they are (fictional tales), there isn't an issue with them.
