I think that best way to rebuild the American family is abolish income taxes. It's a culture problem as well though.

We also need to put an emphasis on the benefits of starting families and having children through reinforcing conservative values in a way that sounds "nice" to people nowadays.
We don't need to get married at 17 and have 11 kids anymore because modern medicine exists and less people come from farming or very rural communities now. A majority of towns, cities and suburbs have been modernized and built up upon.
But marriage is a benefit to both parties, it's a long-lasting commitment, but you will reap the rewards of it if you find someone you want to be compatible with and vice versa.

There is the idea that once people become more finanically stable and have a disposable income, then the rest will soon follow, but I personally wish for a full throttle social reform. Kill every aspect of the cancer.
