Because it's about discriminating against them but if you don't have the power to do that you can't really discriminate against them where it matters
You'd still be discriminating against them with the drive of that prejudice being their race. I don't know where we're getting the fact that power has an effect on the definition. It'd be like saying that women can't be sexist to men because men hold more positions of power.

Yeah and you'd be correct, I don't really care if a woman is sexist to me because they don't matter to me so it's not really discriminatory

That'd be a personal view conflicting with defining discrimination, then. Just like how you always talk about kicking the crap out of people, you would still be kicking their butt even if they said it didn't bother them to get beaten up. It wouldn't change the fact that you are kicking their butt, the power dynamic and the personal opinion of the victim don't have a role in defining the definition of the action.

It's an analogy, what I'm saying is that the action of racism is unaffected by the personal view of the victim of it in response to the racist action, as well as the power dynamic of the racism also having no effect on the definition, as it is still the action of prejudice towards a race no matter the other influences upon the facets of the action.

Well by that example everyone is racist so it's a meaningless term, everyone has unconscious biases

Not necessarily, as people can have these biases, but not always to the extent of prejudice, or a disliking of certain peoples from the generalization of their ethnic group under a singular notion. Therefore, racism is that prejudiced generalization, for one example of it.
